Governor General
The governor general is at the head of the country as the resident representative of the Queen. He/She needs to give Royal assent for a bill to become a law. The governor general is also a part of the legislative branch. The governor general is the head of the Canadian Heraldic Authority. The governor general represents Canada during the times we receive royal visitors, head of states and foreign ambassadors at Rideau Hall and at the Citadelle of Québec. He/She is also the commander-in-chief of Canada.

Prime Minister
The Prime Minister is the head of government. The Prime Minister decides what portfolios to include in the cabinet and chooses the cabinet ministers. The Prime Minister is normally the leader of the majority party in the House of Commons. If there is no majority, the Prime Minister is the leader of the party which is most likely to win support from other parties in the House of Commons. Our current PM is Stephan Harper. The Prime Minister runs day-to-day business of government.

Cabinet
In Canada's government system, the Cabinet is the group of ministers that are chaired by the Prime Minister. Ministers are most often elected politicians chosen from the party with the most seats in the House of Commons. The cabinet includes people with responsibility for different government departments (portfolios). Each Cabinet Minister (people who work in the Cabinet) has their own portfolio they have responsibility over. They propose most ideas that become laws.

Any and all international trade is going to be this dude's responsibility. Without portfolios, all the different departments would be disorganized and messy because they won't have a leader behind them to take care of it.
